SAT increases 2.6% PAMAS in the first semester

The government of Mexico initiated 3,632 Administrative Procedures in Customs Matters (PAMAS) for imports in the first half of 2020, 2.6% more than those carried out in the same period of 2019.

The PAMAS are procedures established in the Customs Law, through which the customs authorities precautionary seizure of foreign trade goods, when exercising verification powers or when practicing customs recognition, second recognition, or verification of goods in transport.

In general, the Tax Administration Service (SAT) carries out control processes that seek to reduce illicit trade and position Mexico on a par with the best international practices.

In this sense, the SAT maintains an exchange of information with other tax and customs administrations to jointly combat commercial fraud and inhibit smuggling, money laundering and fraud.

The embargo of illegally introduced merchandise was for a value of 2,326.2 million pesos, 20.55.3 million pesos lower than in January-June of the previous year, in which the amount of the PAMAS was determined for 925.1 million pesos. 3,853.3 million pesos lower than in the same period of 2019, derived from the review and inspection (cargo and passengers) in the country’s customs.

These decreases are explained by a high comparison base in 2019, since in the first semester of that year there was an extraordinary seizure of documents, import of foreign currency through documents receivable or cash, in the Customs of Toluca.

In this way, irregularities, such as errors in tariff classification or undervaluation of imports, among others, will give rise to the initiation of the PAMAS.

In other words, the PAMAS are the set of acts provided for in the Customs Law, linked successively, in order to determine the omission of contributions, restrictions and regulations and, where appropriate, impose the corresponding sanctions in trade matters. foreign, respecting in particular their right to a hearing when considering the evidence and arguments that seek to justify the legality of their acts.
