The federal government reported that more than 150 projects are moving forward in the process to receive tax incentives from Plan México totaling approximately 1 billion dollars.
Plan Mexico is the federal government’s national strategy to drive economic development. It promotes new investments in strategic sectors through tax incentives, fosters dual training programs, strengthens innovation, and requires proof of technical compliance for the grants to be awarded.
Plan México Tax Incentives
In terms of public policy, from September 2025 to July 2026, the Unit for Economic Development and Growth (UFCE) participated in the design and implementation of instruments linked to Plan México. Among its key actions was the technical evaluation and approval of investment projects aimed at strategic companies and sectors seeking tax incentives.
This work included defining eligibility criteria, inter-agency coordination, and technical monitoring in accordance with the Decree granting tax incentives to support the national strategy known as Plan México, which is aimed at promoting new investments, incentivizing dual-track training programs, and fostering innovation.
During this same period, a favorable opinion was issued regarding 153 investment projects eligible to receive the Certificate of Compliance for tax incentives under Plan México, representing a total investment of 1,007.26 million dollars.
At the same time, the UFCE made progress in developing monitoring tools for the plan’s goals by creating indicator matrices, dashboards, and monitoring frameworks based on logical framework methodologies and outcome indicators.

From September 2025 to July 2026, this Unit consolidated its role as a strategic body for the analysis, coordination, and design of public policy aimed at strengthening the country’s productive transformation, within the framework of the national strategy known as Plan México.
The activities carried out combined functions such as policy instrument design, technical monitoring, economic intelligence, sectoral analysis, and institutional coordination with national and international organizations.
Overall, the functions entrusted to the UFCE are aligned with the priority objectives of the 2025–2030 Sectoral Economic Program, as they contribute to strengthening industrial policy, attracting productive investment, promoting regional development, and integrating value chains.
In addition, these functions include building institutional capacities that support productive transformation, increase the competitiveness of the national productive sector, and underpin evidence-based decision-making.
