The Mexican government has begun reviewing an anti-dumping quota on Brazilian steel bars that has been in place since 1995.
To this end, the Ministry of Economy published a resolution on Monday in the Official Gazette of the Federation (DOF).
On July 2, 2025, ArcelorMittal, Ternium, Deacero, and Grupo Simec expressed their interest in having the Ministry of Economy initiate a review of the definitive countervailing duty.
Anti-dumping quota on Brazilian steel bars
On August 11, 1995, the DOF published the final resolution of an anti-dumping investigation. The case focused on imports of corrugated rebar, classified under tariff heading 7214.20.02 of the General Import Tax Law Tariff. These rebars originated in Brazil, regardless of the country of origin. In the end, the Ministry decided to impose a definitive countervailing duty of 57.69 percent.
Corrugated rod is a steel bar designed as reinforcement for concrete. It has ridges or protrusions, known as corrugations, which prevent displacement in the structure. It is manufactured in diameters from 5/32 to 1½ inches. Ans it is sold in coils or in lengths of 6 to 12 meters. In the global market, it is known as concrete reinforcing bar.
In Mexico, ArcelorMittal, Ternium, Deacero, and Grupo Simec produce this material. Their main activity is the manufacture of iron and steel products, including corrugated rod.
To prove their domestic production, ArcelorMittal, Ternium, and Deacero submitted letters from the National Chamber of the Iron and Steel Industry. The dates were June 27 and 30, and July 2, 2025. For its part, Grupo Simec submitted consolidated financial statements as of December 31, 2023, and 2022.
In addition, in response to a requirement outlined in point 19 of the resolution, Grupo Simec submitted another letter from the Chamber on July 15, 2025.
Recent regulations
According to the Decree published in the DOF on April 22, 2024, imports under tariff heading 7214.20.01 are subject to a temporary tariff of 35% as of April 23, 2024, effective for two years.
In addition, according to the Agreement of November 25, 2022, these goods require the submission of an automatic notice to the Ministry of Economy when they are imported definitively.
