Gasoline production in Mexico increased to 383 thousand barrels per day (Mbd) on average in the second quarter of 2025, reported Pemex.
In all of 2024, this indicator averaged 289.6 Mbd, until then a record.
Mexico imports gasoline because its refining capacity does not meet domestic demand. Although it produces part of the fuel, refineries are not operating at full capacity and new infrastructure is still under development, including the Olmeca Refinery, also known as Dos Bocas.
This project, located in the port of Dos Bocas, Tabasco, is the seventh refinery of the National Refining System and has a capacity designed to process 340,000 barrels per day. It is currently still in the testing phase.
Gasoline production in Mexico
In the second quarter of 2025, Pemex’s production of oil products averaged 1,034 Mbd, representing an increase of 12.2% compared to the same period in 2024.
The production basket included 383 Mbd of gasoline, 210 Mbd of diesel, 43 Mbd of jet fuel and 398 Mbd of other oil products and LPG.

Gasoline theft
Gasoline theft from Pemex, known as “huachicoleo”, continues to be a serious problem. It involves clandestine pipeline tappings and generates millions of dollars in losses. It also puts the environment at risk and fuels violence.
Although the government has stepped up surveillance, criminal networks and local corruption keep this illegal activity alive.
On June 29, 2025, the Secretariat of Security and Citizen Protection reported new operations. In coordination with the Sedena, the Navy, the FGR, the National Guard, Pemex and local authorities, 13 actions were carried out in Coahuila, Querétaro, Mexico City and the State of Mexico.
As a result, supplies and contraband linked to the theft of hydrocarbons were seized. Two clandestine pipelines were also shut down and almost 16 million pesos were seized.
To measure the problem: the largest seizure of stolen gasoline in Mexico was recorded in Coahuila, where authorities seized 15 million 480,000 liters of illicit fuel stored in 129 tanker trucks.
