The Mexican government authorized the launch of customs broker operations in Mexico effective July 1, 2026.

This announcement was made in a joint press release issued by the Ministries of Economy and Finance and Public Credit. Additionally, the National Customs Agency of Mexico (ANAM) participated in the announcement.

Customs Broker Operations in Mexico

A customs broker is a legal entity authorized to facilitate the clearance of goods on behalf of others. It is composed of Mexican citizens and at least one customs agent with a valid license. Its primary function is to facilitate foreign trade in accordance with the law.

These agencies act as legal representatives of importers and exporters before customs authorities. They use electronic systems to submit customs declarations and digital documents. They manage various customs procedures, ensuring the correct payment of taxes and full compliance with non-tariff regulations.

These agencies operate with technical solvency, maintaining mandatory offices and electronic records. They are responsible for accurately classifying goods and determining taxes. They must also use official seals on shipments and undergo regular inspections by the competent customs authorities.

Effective July 1, 2026, customs agencies will be authorized to operate nationwide. This is the result of technical and operational efforts by the National Customs Administration (ANAM) and the Tax Administration Service (SAT). Additionally, there was coordination with the Ministry of Economy.

For the federal government, this represents progress in the modernization of customs processes. It also provides certainty regarding the application of the framework set forth in current legislation. 

As part of this process, the institutions made the necessary adjustments to their systems. They also conducted a pilot test from May 19 to June 30, 2026. During that period, technical and legal concerns raised by the customs brokers’ associations were addressed. The purpose was to ensure an orderly and efficient implementation. This fulfills international commitments in this area. 

Tax Control

A customs agency is a legal entity authorized to facilitate the customs clearance of goods under various customs regimes, in accordance with the provisions of the Customs Law. This initiative is part of the strategic commitments of Plan México. The objective is to ensure that foreign trade facilitates and streamlines operations at the country’s 50 customs offices. 

National approval (July 1, 2026) for customs agencies to operate modernizes and streamlines procedures at 50 customs offices; ensures legal compliance, tax control, and logistics security; improves certainty for importers and exporters; and facilitates efficient and competitive foreign trade.

The national authorization is part of customs modernization efforts, based on the results of technical pilot programs (May–June 2026) and coordination among the SAT, ANAM, and SE; it aims to fulfill international commitments, standardize operations at 50 customs offices, reduce trade friction, and strengthen fiscal control and logistics security.
