The U.S. Chamber of Commerce (USCC) highlighted several actions taken by Amazon, eBay, and Mercado Libre against counterfeiting and piracy.
The measures taken by these companies were described as positive practices and constructive engagement.
Strong, predictable, and enforceable intellectual property (IP) rights are essential to protecting Americans’ inventions, creations, and products.
Actions by Amazon, eBay, and Mercado Libre
IP rights serve as the foundation for U.S. competitiveness, strengthen consumer confidence, and uphold the rule of law.
Amazon
Amazon has invested considerable resources in strengthening the security of its supply chain. To this end, its April 2026 Report on a Trusted Shopping Experience details the multi-layered approach it implements. This strategy seeks to actively protect customers, brands, and sellers from risks such as fraud and counterfeiting.
The strategy combines seller verification, AI-powered detection, and product authentication with investigations and regulatory enforcement actions. It also fosters ongoing collaboration with brands, retailers, shipping companies, and buyers. Finally, it involves customs authorities and law enforcement agencies with the goal of dismantling criminal networks at their source.

eBay
According to the USCC, eBay has demonstrated a strong commitment to brand protection. Counterfeit products are rarely found on the platform. When a listing requires review, eBay acts with great diligence and responsiveness, typically taking action within 24 to 48 hours.
eBay operates a program for verified top-rated sellers and enforces a strict policy for repeat offenders. In addition, it provides the Verified Rights Owner (VeRO) tool so that rights holders can report intellectual property infringements directly on the platform. It also offers a dedicated point of contact to assist rights holders when issues arise.
Mercado Libre
The USCC noted that Mercado Libre has actively worked to prevent the illicit trade of medical products on its platform. It maintains a specific policy prohibiting the listing and sale of medical products subject to a prescription or reserved for use by healthcare professionals.
Mercado Libre operates a Trademark Protection Program through which trademark owners can request the implementation of protective measures. At the same time, Mercado Libre has signed memoranda of understanding with health authorities in several Latin American countries to foster more effective collaboration in preventing illicit trade.
Trends in Intellectual Property Rights
The U.S. Department of State reported that, in 2019, U.S. industries that rely heavily on intellectual property accounted for $7.8 trillion of the Gross Domestic Product (GDP). Furthermore, these activities supported 47.2 million jobs, representing 33% of all employment in the country. Finally, this sector accounted for 79% of total U.S. exports.
Intellectual property theft is extremely harmful. The Organization for Economic Cooperation and Development (OECD) estimates that counterfeit and pirated goods accounted for up to $467,000 million, or 2.3% of global trade, in 2021.
