Deer Park refinery production broke records, reaching 274 thousand barrels per day (Mbd) in the first half of 2025.

On January 20, 2022, Pemex completed the purchase of the remaining stake in the Deer Park refinery in Houston, Texas, acquiring the 50% stake it did not already own from Shell for US$596 million.

This made Pemex the sole owner and secured additional refining capacity to strengthen Mexico’s energy self-sufficiency. 

Deer Park refinery production

Deer Park has a capacity of 340 Mbd and processes heavy and light crude oil without generating fuel oil, producing mainly gasoline, diesel, jet fuel, and aromatics for petrochemicals. 

From its acquisition until June 2025, it processed 85 million barrels of Mexican crude oil and shipped 32 million barrels of products to Mexico. 

In addition, according to the Ministry of Energy, in the first half of 2025, it reached its maximum production of 274 Mbd and exceeded 90% utilization, thanks to operational optimization and an investment of $191 million. 

New logistics routes are currently being implemented to increase national supply and maximize procurement, in line with Pemex’s objectives.

Refineries

In the hydrocarbons sector, almost 72 billion pesos were allocated to the rehabilitation and modernization of the six existing refineries. In addition, 342 billion pesos were invested in the construction of the new Dos Bocas refinery and 549 million pesos in the acquisition of Deer Park. Added to this are resources for the recovery and construction of fertilizer plants, considered strategic for the country.

By including the Deer Park operation, Pemex achieved a total refining capacity of 1.2 million barrels per day. This progress made it possible to reduce imports and strengthen self-sufficiency, which is key to national energy security. According to the Ministry of Energy, the results were achieved thanks to the optimization of the Olmeca Refinery and the Salamanca, Salina Cruz, and Tula plants.

On February 12, 2025, Pemex presented its 2025-2030 Work Plan, a document that sets out the company’s roadmap for the coming years. The plan focuses on six areas: efficient production, energy security, social welfare, economic strengthening, environmental responsibility, and the promotion of clean energy.

The strategy seeks to consolidate Pemex’s capacity to guarantee the production of gasoline, diesel, and jet fuel. It also aims to prevent sudden increases in fuel prices, ensure national supply, and keep prices below 24 pesos per liter. In this way, the company reinforces its role as the country’s energy and economic engine.
