The Mexican Ministry of Economy reported the results of the Single Window for Foreign Trade (VUCEM) in 2025.
In January 2011, the decree establishing the VUCEM was issued, and this window has been fully operational since September 2012.
The VUCEM brings together several of the procedures established by the various ministries and necessary for conducting foreign trade operations, including non-tariff measures and payments related to the procedures.
Results of the Single Window for Foreign Trade
Between October 2024 and July 2025, more than 706,000 applications were processed at VUCEM. The platform operated as a comprehensive service system. In addition, it enabled compliance with non-tariff regulations. All this took place before customs clearance, which facilitated the flow of foreign trade operations.
During this period, the following requests were made:
- 14,096 for import and export quotas.
- 576,243 for permits and notices.
- 103,428 for certificates of origin.
- 8,555 for Manufacturing, Maquiladora, and Export Services (IMMEX).
- 4,649 Sector Promotion Programs (Prosec).
Procedures
To use VUCEM, you must have a valid and active Advanced Electronic Signature. This certificate, issued by the SAT, replaces the handwritten signature and ensures the validity of each procedure.
In terms of imports, the platform allows you to apply for permits, register companies in the IMMEX and Prosec programs, among other key processes.
On March 17, 2025, the Mexican government announced important changes. The procedures for obtaining Senasica Import Certificates will be simplified. This will make agri-food trade more agile and efficient.
Senasica ensures that agricultural and livestock products and certain consumer goods comply with health standards. This prevents pests and diseases. For this reason, U.S. exporters must comply with these rules to avoid delays at the border or costly rejections.
Previously, importers faced separate procedures depending on the type of product. The process was slow and complex. Now, all certificates are concentrated in a single procedure, identified with the Senasica homoclave 03-012. In addition, the application can be completed online through the Digital Foreign Trade Window.
