The Fideicomiso Banobras F1967 holds the concession title of the Toluca-Atlacomulco highway, while IDEAL participates as trustor.
Although the Canadian funds CPP Investments and Ontario Teachers’ Pension Plan have a significant participation in IDEAL, businessman Carlos Slim Helú and his group control this infrastructure services company.
Toluca-Atlacomulco highway concession
This highway has an extension of 52 kilometers and its current concession began in 2015 and will end in 2053.
The following shows the total daily traffic in vehicular equivalence of this road:
- 2022: 47,883.
- 2023: 38,969.
- 2024: 40,056.

To understand: daily traffic in vehicular equivalence is used for the purpose of calculating toll fees. Each automobile represents one vehicle equivalency, and in the case of commercial vehicles (trucks and buses), each represents one vehicle equivalency according to the standards established by the SCT.
The following is the average fee per vehicle per kilometer, in pesos without VAT:
- 2022: 1.53.
- 2023: 1.66.
- 2024: 1.75.
IDEAL and Banobras
In May 1999, the Fideicomiso Banobras F1967 assumed the concession of the Toluca-Atlacomulco highway. This highway crosses the municipalities of Toluca de Lerdo, Almoloya de Juarez, Ixtlahuaca, Jocotitlan and Atlacomulco, in the State of Mexico. The concession was granted by the state government through the then Secretariat of Communications.
Since then, the title was modified several times. Two of the most relevant adjustments occurred in April 2015 and May 2023. On the latter date, high-specification modernization works were incorporated for bodies “A” and “B” of the highway.
In 2023, traffic recorded a drop of 18.6% compared to 2022. This drop was attributed to the fact that local traffic, generated by local residents, had been included in the previous year. However, when excluding this traffic, vehicular flow showed a 4.6 percent increase. In 2024, traffic grew 2.8 percent compared to 2023, considering the same comparative basis.
IDEAL was contracted to carry out major maintenance work on the highway. For these works, the company received advances for 595 million 885,000 pesos in 2023, 592 million 350,000 pesos in 2022 and 57 million 128,000 pesos in 2024.
In addition, it charged for services related to these works 176 million 490,000 pesos in 2024, 238 million 701,000 pesos in 2023 and 155 million 036,000 pesos in 2022.
