WTO: Okonjo-Iweala Announces Its 4 Deputy Directors General

WTO Director General Ngozi Okonjo-Iweala announced on Tuesday the appointment of Angela Ellard from the United States, Anabel González from Costa Rica, Ambassador Jean-Marie Paugam from France and Ambassador Xiangchen Zhang from China as its four Deputy Directors General .

“It is the first time in the history of our Organization that half of the DDGs are women. This underscores my commitment to strengthening our Organization with talented leaders and, at the same time, achieving gender balance in senior positions,” said Okonjo-Iweala.

Angela Ellard

She has a distinguished career of service working in the United States Congress as Director of Business Affairs and Director of Majority and Minority Personnel.

In addition, Ellard is internationally recognized as an expert in international trade and economic policy, negotiating trade agreements and supporting multilateral solutions as part of effective trade and development policy.

Ellard has negotiated and delivered important bipartisan trade policy and legislation outcomes for more than 25 years with members of the United States Congress and senior officials from the Trump, Obama, Bush, and Clinton administrations.

Ellard also worked as an attorney in the private sector, working on business litigation and strategy, policy, and legislative matters.

Likewise, Ellard earned his Juris Doctor from her, cum laude from Tulane University School of Law and his Master of Public Policy also from Tulane.

Today, Ellard is a frequent professor in law, graduate, and undergraduate classes and has published articles on law and business policy.

Anabel Gonzalez and WTO

She is a recognized global expert in trade, investment and economic development with a proven managerial track record in international organizations and the public sector.

In the government, González served as Minister of Foreign Trade of Costa Rica; as General Director of International Trade Negotiations; as General Director of the Costa Rican Investment Promotion Agency (CINDE); and as Special Ambassador and Chief Negotiator of the United States-Central America-Dominican Republic Free Trade Agreement.

In addition, she served at the World Bank as Principal Director, the WTO as Director of the Agriculture and Commodities Division, and as Principal Consultant for the Inter-American Development Bank.

Most recently, González has served as a non-resident principal investigator at the Peterson Institute for International Economics.

González obtained her master’s degree from the Georgetown University Law Center with the highest academic distinction and has published extensively on business and economic issues.

Jean-Marie Paugam

He has held senior management positions in the French Government on trade, most recently as the Permanent Representative of France to the WTO.

He, too, has held various positions of responsibility in the French Ministry of Economy and Finance, including as a member of the Executive Committee of the French Treasury.

In addition, Paugam has served as Deputy Executive Director of the International Trade Center in Geneva.

Paugam has accumulated in-depth and practical knowledge of government trade practices, as well as being familiar with high-level dialogues on international trade and economic operations.

In addition, Paugam has published several articles on trade-related issues, particularly when he was serving as a senior fellow on international trade at the French Institute for International Relations (IFPRI).

Paugam graduated from the ENA in Paris and obtained degrees in Political Science from the Institute of Political Sciences of Aix-en-Provence and in Law from the Faculty of Law of Aix-Marseille III.

WTO, Xiangchen Zhang and China

He is currently serving as a Vice Minister in the Ministry of Commerce of China. He has long and extensive experience in WTO issues, international negotiations and policy research.

Most recently, Ambassador Zhang even served as China’s Permanent Representative to the WTO and previously as Deputy Permanent Representative.

In general, he has had a long career of more than 30 years in international trade, serving as Director of the Department of International Trade and Economic Affairs of the Ministry of Foreign Trade and Economic Cooperation; as Director General of the Department of WTO Affairs of the Ministry of Commerce; and as Director General of the Policy Research Department of the Ministry of Commerce.

Zhang holds a Bachelor of Laws, a Master of International Relations and a PhD in International Politics from Peking University.
