EU Introduces New Aluminum Import Monitoring System

The United States announced the creation of the Aluminum Import Monitoring and Analysis (AIM) system, which will allow the collection and publication of data on aluminum imports.

AIM is based on the Department of Commerce‘s Steel Import Monitoring and Analysis (SIMA) system.

«AIM represents yet another step forward for the Administration’s America First trade agenda,» Commerce Secretary Wilbur Ross said in a statement issued Dec. 25.

«The new program will allow Commerce and the public to better detect the potential transshipment and avoidance of aluminum products, which will help ensure that domestic producers can compete on a level playing field,» added Ross.

According to AIM, importers must obtain a free, automatic import license before importing aluminum products.

To obtain the aluminum import license, companies must report the volume, value, country of origin, the country of departure of the most recent shipment and some additional information.

Aluminum imports

The licensing requirement takes effect on January 25, 2021. Additionally, after a one-year grace period, the Commerce Department will require importers to report the country where the imported aluminum products were melted.

The Department of Commerce will offer an additional opportunity to comment on this and other aspects of the licensing requirements in the coming months.

Once the license data is collected, the Department of Commerce will publish the data in aggregate form through AIM’s public monitor.

The monitor will track aggregate trends in US imports of certain aluminum products in near real time, providing an early indication of trends.

The AIM monitor will also identify specific aluminum product surges that suggest possible transshipment and avoidance in relation to these products.

The Department of Commerce will conduct a series of training webinars to educate the business community on the new import licensing requirements. These webinars will be offered on a first-come, first-served basis.
