AMLO presents 29 infrastructure investment projects in Mexico

President Andrés Manuel López Obrador presented a package of 29 public and private investment projects for an amount of 228,000 million pesos.

On October 5, 2020, the Government and the Business Coordinating Council (CCE) formalized the Agreement for Economic Reactivation, which includes a set of actions and infrastructure projects financed with private capital.

The agreement included 39 projects in the communications, transportation, energy, water and environment sectors, which translates into a total investment of 297,340 million pesos.

The actions included in this agreement are: the use of the Agreement between Mexico, the United States and Canada (USMCA) to develop competitive national suppliers, attract investment and increase exports to the east coast of the United States, among other measures, and the promotion of tourism, which includes the maintenance of roads, passenger trains, the rehabilitation and construction of airports, and the strengthening of public safety.

29 investment projects

  1. Naucalpan-Ecatepec highway, with an investment amount of 20,000 million pesos. Under a private participation scheme of State Concession promoted by the Government of the State of Mexico and Grupo ICA.
  2. Connection to the main access of the AIFA, with an investment amount of 1,500 million pesos. Under a private participation scheme of State Concession promoted by the Government of the State of Mexico and Aleatica.
  3. Caminos del Sur, from the State of Mexico, with an investment amount of 15,358 million pesos. Under a private participation scheme of Mixed State Investment promoted by the Government of the State of Mexico, Invecture and VISE.
  4. Energia Costa Azul natural gas liquefaction terminal, with an investment amount of 47,000 million pesos. Under a scheme of private participation of Permit with promotion of IENOVA.
  5. Bypass Colima, fast track, with an investment amount of 2,692 million pesos. Under a Mixed private participation scheme promoted by the Government of Colima.
  6. Cuapiaxtla-Cuacnopalan highway, with an investment amount of 4,211 million pesos. Under a private participation scheme of a State Concession promoted by the Government of Puebla (GEP) and Mota-Engil México S.A.P.I. de C.V. (MEM).
  7. T-MEC PARK, with an investment amount of 13,020 million pesos. Under a private participation scheme of Private Investment promoted by Grupo El-Mann.
  8. Brownsville-Matamoros Vehicular Bridge, with an investment amount of 108 million pesos. Under a private participation scheme of Doubling promoted by BANOBRAS and FONADIN.
  9. Altar-Sásabe highway, with an investment amount of 1,617. Under a private participation scheme of Doubling promoted by PINFRA.
  10. Tecolutla Lerdo Compression Stations, with an investment amount of 1,598 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  11. Manufacturing plant of heavy components for export, with an investment amount of 3.96 billion pesos. Under a private participation scheme of Concession promoted by DPH.
  12. Block Water Supply, Los Cabos Desalination Plant, with an investment amount of 1,106 million pesos. Under a Mixed private participation scheme promoted by the Municipal Water, Sewerage and Sanitation Agency, Los Cabos.
  13. Improved Water Management (MIG) in Los Cabos, Baja California Sur, with an investment amount of 607 million pesos. Under a Mixed private participation scheme promoted by the Municipal Water, Sewerage and Sanitation Operating Body, Los Cabos.
  14. DC Baja California Sur, with an investment amount of 4,921 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  15. C.C Tuxpan Phase I, with an investment amount of 12,157 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  16. Centinela La Rumorosa highway modernization, with an investment amount of 426 million pesos. Under a private participation scheme of Doubling promoted by the Government of Baja California.
  17. Modernization of the San Miguel Bridge in Sinaloa and Los Mochis Topolobampo Libramiento, with an investment amount of 3,286 million pesos. Under a private participation scheme of Doubling promoted by the CFE and CIIT.
  18. Trans-isthmian gas pipeline, with an investment amount of 9.030 million pesos. Under a scheme of private participation of Permit promoted by the Government of the State of Mexico.
  19. Autopista Tultepec-Santiago Tolman (Autopista Tultepec-Pirámides), with an investment amount of 8,671 million pesos. Under a private participation scheme of State Concession promoted by the Government of the State of Mexico.
  20. DC González Ortega, with an investment amount of 10,707 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  21. DC Mérida, with an investment amount of 7,210 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  22. DC San Luis Río Colorado, with an investment amount of 10,729 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  23. DC Valladolid, with an investment amount of 13,353 million pesos. Under a private participation scheme of Permits promoted by the CFE.
  24. La Gloria-Colombia highway, with an investment amount of 3,585 million pesos. Under a private Concession participation scheme promoted by PINFRA and AINDA.
  25. Peripheral Bypass Orizaba-Cd. Mendoza, with an investment amount of 3.7 billion pesos. Under a Mixed private participation scheme promoted by Cal y Mayor and AFI, Financial Structuring Services.
  26. Construction of the La Piedad-La Barca highway, with an investment amount of 3,200 million pesos. Under a Mixed private participation scheme promoted by ICA Infraestructura, S.A. de C.V. and ICA Constructora de Infraestructura, S.A. de C.V.
  27. Construction of the Silao-San Miguel de Allende Highway, with an investment amount of 5,180 million pesos. Under a private Concession participation scheme promoted by the Government of the State of Guanajuato.
  28. Interserrana Highway (Macrolibramiento de Monterrey), with an investment amount of 19,000 million pesos. Under a Mixed private participation scheme promoted by Concesionaria de Autopista Interserrana, S.A.P.I. de C.V.
  29. Border Connector of the Samalayuca-San Jerónimo Bypass, with an investment amount of 700 million pesos. Under a Mixed private participation scheme promoted by Desarrolladora de Infraestructura Productiva CCC.

Previous infrastructure program

In December 2018, President López Obrador announced the 2018-2024 National Highway Infrastructure Program (Programa Nacional de Infraestructura Vial 2018-2024).

This program gives priority for the construction and maintenance of highways to areas of Mexico that currently lack the important highways and highway infrastructure to foster development.

In 2019, the Government allocated 19,000 million pesos for investment projects to improve the conditions of more than 4,200 kilometers of road infrastructure, putting more than 75% of the federal road network in good condition.
